Donald Alan Larkin is the Senior Deputy City Attorney for Palo Alto. He can be assertive in discouraging civic dialog that he finds to be offensive or unreasonable.[1][2][3] Shawna M. Schwarz granted a restraining order on his behalf against an fellow citizen based on a single brief and rather vague email.[4]
